Allow rates, and discounts to be disabled at a certain occupancy, and days

It would be nice if there was a way for us to have the computer automatically disable rates, and discounts on certain occupancy, and days. As of now we are just using a rule that warns the agent when we are at that occupancy that way they know not to book, but it would be nice to simply just disable the ability for them to do so.
